This item is a rare one but you can obtain it by spinning Photo Discs at PokeStops or Gyms.
It is a tracker of upgrades that limit the extent to which an item can be upgraded.
Upgrade components
Upgrade components can be inserted into armor, weapons trinkets, gathering tools and weapons to give an added bonus or extra effect while the equipment is being used. They can be acquired through crafting, purchased from traders or vendors or looted as an incentive. Certain upgrades come with additional cosmetic effects. Upgrade components fall into two categories - universal and type-restricted. Universal upgrades, like gemstones, can go in any equipment. Upgrades that are slotted into an item can't be substituted with other upgrades of the same type except for glyphs that are able to be swapped out and out of gathering tools.
Glyphs can be replaced with other glyphs of the same type, and any upgraded item will display the name of both its original upgrade and the one that was replaced in its hover text. Inscriptions may add their own names to an item that they modify. This can be seen when you right-click on the upgraded weapon.
Glyphs
Glyphs are symbols in a font that can be activated to offer additional text features. You can also use the context menu to create a new glyph or to modify the glyph set.
You can choose a font for the glyphs in a set of glyphs from the Glyphs panel's context menu. You can also select to remember a particular font when adding a glyph. If a glyph has more than one font associated with it, the Glyphs panel displays the font selection in pink.
The glyph metrics of fonts can impact the layout of text. For example, a glyph may have an advance width which is the amount of space it takes from its starting point to the end of the font. The glyph could also have side bearings, which are white spaces between the left and right sides of a font.
