Any NPC that upgrades items can be found in the game. These NPCs can be found in major questing areas, or capital cities. You can also find item-upgraders in dungeons that feature high-level bosses. You can also talk to NPCs in garrisons of your faction.
The system of upgrading items in World of Warcraft provides players with the option of upgrading the levels of armor, weapons, and trinkets.
